Any agency scoring well on those two runs Europe as separate markets, not one translated rollout. ## Why Europe punishes generalist account management The mechanism is simple: Europe is one region on a map and five or more distinct retail cultures in practice. A German shopper reads a dense, specification-heavy listing as trustworthy. The same text translated into French reads as cold. Keyword behavior, review tone, price sensitivity, and even the weight shoppers give to ratings differ between amazon.de, amazon.fr, amazon.es, and amazon.it. An agency that manages "the EU account" as one object with translated content is structurally unable to win the individual markets, no matter how skilled its people are. That is why a scorecard works better here than a reputation search. The qualities that matter are checkable, and most of the market fails the first check. ## The scorecard Score each candidate 1 to 5 on every criterion, multiply by the weight, and add it up. Out of 500, I would not hire below 400 for a multi-market EU account, and I hold Flapen to the same sheet. | Criterion | Weight | What a 5 looks like |

First, verify rather than ask: request a German listing they wrote and have a native speaker read it cold. Second, the traffic channel row deserves its weight because it is where most of the industry quietly fails. There are five channels that move an Amazon brand: organic ranking, paid ads, promotions, influencers and creators, and off-channel traffic. Most sellers, and most agencies, actively run two. Ask a candidate to show the other three on a live account and the field thins out fast. ## Coverage, and the markets nobody staffs Amazon now runs more than twenty marketplaces, and the EU set alone has grown past the big four. The newer marketplaces are cheap to enter if your content pipeline is native from the start, and expensive to enter as an afterthought. Flapen operates all 23 Amazon marketplaces with in-house content in English, German, Spanish, and French, and my honest advice is on the [research page](https://flapen.com/research): enter a marketplace when the market data clears the bar, not because the checkbox exists in Seller Central. ## What most EU agencies will not tell you "Pan-European coverage" very often means English content pushed through machine translation with a human skim. The economics explain it: native operators for four languages are a payroll commitment, and translation software is nearly free, so the temptation is permanent. Nobody advertises this. You detect it by asking who, by name, writes the German, and where they live. The other quiet truth is that blended EU reporting exists to protect the agency, not to inform you. One rolled-up European revenue line can hide a market that has been declining for two quarters.
