Conversion rate caps everything advertising can achieve, so paying fortraffic to a page that does not convert wastes the budget and teaches you nothing. Get theprimary image and the first two bullets right, then spend. ## The short version - **Conversion caps ad performance.** If it is low, no amount of ad spend fixes it. - **The primary image caps traffic.** It decides whether anyone clicks at all. - **Ads on a weak listing burn budget and produce misleading data.**- **You cannot skip ads entirely.** A new listing needs velocity to rank. - **The sequence is: listing, small ad test, then scale.**## Why the order is not really a debate I run Flapen with 50 operators managing about 70 brands. Onboarding always beginswith an audit rather than with campaign changes, for a mechanical reason. Think of it as a chain, where each link caps the next. | Stage | What it controls | What it caps |

Everything below it changes thepercentage. Doubling volume on a page converting at half the category norm produces twice asmany wasted clicks. ## What ads on a weak listing actually cost you Two costs, and the second is larger.**The wasted spend** is obvious and recoverable. You paid for clicks that were never going toconvert.**The corrupted learning** is not. Your campaign data now reflects a broken page rather thantrue demand. Keywords that would convert with a good listing look unprofitable and getnegated. You end up with a negative keyword list built on a false premise, and that listpersists long after the listing is fixed. That is why a small validation budget is fine on a new listing and a full launch budget isnot. You want enough data to learn, not enough to enshrine a mistake. ## The sequence that works 1. **Build the listing properly.** Keyword research, title, primary image, secondary images,bullets, backend terms, A+ content if you have Brand Registry. 2. **Check the primary image at thumbnail size on a phone.** If the product is notidentifiable there, nothing else matters yet. 3. **Run a small ad test.** Enough spend to learn which terms convert. Not a launch budget. 4. **Read conversion, not just ACoS.** A term with clicks and no conversions may be a listingproblem rather than a targeting one. 5. **Fix, then scale.** Once conversion is at or above category norm, increase spend with anACoS target set for launch stage. Step five is where ads earn their place. A new product needs aggressive spend tobuild velocity and ranking, and that is a legitimate cost. It is only legitimate once thepage converts. ## But new listings have no data The honest objection, and it is a real one. You cannot optimize conversion before you havetraffic, so some advertising has to come first. Resolve it by scale rather than sequence. Build the best listing you can from competitorresearch, negative reviews on rival products, and category conventions. Then run a smalldeliberately-limited ad test to generate the first data. Then optimize. Then scale. The mistake is not running ads early. It is running a full launch budget before you knowwhether the page converts. ## What most agencies will not tell you Ad management is easier to sell and easier to bill than listing work. Campaigns produce dailynumbers and constant visible activity. A rebuilt primary image is one deliverable that thensits there quietly working. There is also a scope reality: many agencies do not produce photography. If an agency cannotshoot a new primary image, the recommendation is always going to arrive at bids, because bidsare what they can change. Ask a candidate what they would do first on an underperforming new product.
