Register for VAT wherever stock will physically sit, get an EORI number, hold your conformity file and an EU based responsible person before shipping, and complete packaging and producer registrations. Confirm current rules with a VAT adviser in each country. ## The short version - **Storage location drives VAT registration.** Where your goods sit generally decides where you must be registered, whatever your sales pattern looks like. - **The marketplace collecting VAT does not release you.** Amazon accounts for tax on many transactions, and your own registration and reporting duties can still stand. - **Product compliance starts at the factory.** Conformity documentation, testing and labeling are cheaper to specify before production than to retrofit after. - **Producer responsibility registrations are enforced by Amazon itself.** Missing numbers can suspend listings in specific countries. - **Do not let anyone quote you thresholds from memory.** Rates and rules change, so get them confirmed per country, in writing. ## The sequence, with a gate at each step Work through these in order. Each gate has to close before the next step is worth starting, and the most expensive mistake in European expansion is booking freight in step seven while step three is still open. 1. **Choose the fulfillment model.** European Fulfillment Network keeps stock in one country and ships across borders. Pan European placement spreads stock into several countries. Gate: you can name every country where your inventory will be stored. 2. **Sort out customs identity.** You need an EORI number to import, an importer of record, and clarity on who pays duty at the border. The United Kingdom sits outside the EU customs and VAT system, so treat it as a separate track. Gate: customs paperwork resolved before the first shipment leaves the factory. 3. **Register for VAT where stock will sit.** Holding goods in a country generally creates a registration obligation there. The One Stop Shop scheme lets you report cross border distance sales through a single return, but it does not replace a local registration created by local stock. Gate: numbers issued and loaded into Seller Central. 4. **Assemble product conformity.** Where your category requires it, that means CE marking, a declaration of conformity, a technical file and test reports, plus an EU established responsible person named on the product or packaging. Gate: documents in your possession, not promised by the supplier. 5. **Complete producer responsibility registrations.** Packaging registration is required in countries including Germany and France, with further schemes for electricals, batteries and textiles depending on what you sell. Gate: registration numbers entered against your listings. 6. **Localize labeling and content.** Language requirements, units, safety warnings and the responsible person details all belong on the packaging, not only in the listing. 7. **Then launch.** Local keyword research, native copy, local pricing and an advertising plan per marketplace. ## Where the sourcing decision meets the compliance decision The compliance file is a sourcing conversation. A supplier who has exported into the EU before will have testing partners, existing certificates and packaging artwork that already carries the required marks. A supplier who has only shipped to the United States will hand you a cost and a delay at the worst point in the calendar. Ours is not tax advice either. What a good operating partner does is own the calendar, name the registrations your specific model requires, and make sure a qualified adviser signs off the numbers before you commit freight. The second thing: European compliance is usually quoted as a one time project and behaves like an ongoing obligation. Returns, filings, registration renewals and product documentation updates continue for as long as you sell there.
